Digitising Permit-to-Work and Contractor Labour Management for Windfarm Operations

Project Overview

Nordex India Pvt. Ltd. required digital software support for its Mulanur Windfarm operations in Tamil Nadu to strengthen safety control, contractor workforce visibility, and site-level operational governance.

Windfarm operations involve multiple field activities, contractor teams, turbine locations, electrical work, maintenance tasks, height-related activities, and permit-controlled jobs. In such environments, safety teams need more than isolated software tools. They need connected digital systems that support both work authorisation and contractor workforce management.

CORE-EHS, formerly ASK-EHS Pvt. Ltd., was engaged to support Nordex India with Permit-to-Work software, Contractor Labour Management System software, and software operator support for the Mulanur Windfarm site.

The project helped create a stronger digital foundation for safer work execution, contractor monitoring, documentation, workflow visibility, and EHS governance.

The Challenge

Windfarm projects operate across large and distributed locations. Teams often work at different turbine areas, access routes, service points, and maintenance zones. These operations may involve contractors, technicians, supervisors, safety teams, and operational managers working together across different activities.

Managing such operations manually can create several challenges:

  • Limited visibility of active permits and work authorisations
  • Manual tracking of contractor workforce details
  • Difficulty monitoring who is working, where they are deployed, and under what activity
  • Paper-based records that are difficult to retrieve during audits
  • Delays in permit approval and closure tracking
  • Weak linkage between contractor deployment and high-risk activities
  • Limited accountability across permit requesters, approvers, contractors, and work teams
  • Difficulty maintaining consistent EHS documentation across site operations

Nordex required a software-supported system that could improve safety control, workforce visibility, and digital documentation at the windfarm site.

The Objective

The objective of the engagement was to support Nordex India with digital tools that could bring greater control and visibility to site-level EHS processes.

The key objectives included:

  • Digitising the Permit-to-Work process
  • Improving visibility of permit-based activities
  • Supporting safer execution of high-risk work
  • Digitising contractor labour management
  • Improving contractor workforce tracking and documentation
  • Strengthening coordination between site teams and contractors
  • Supporting EHS teams with software operator assistance
  • Creating a stronger foundation for digital safety governance

CORE-EHS Approach

CORE-EHS approached the project as an integrated digital EHS enablement initiative for renewable energy operations.

  1. Permit-to-Work Digitalisation

The PTW software helped bring structure to work authorisation by supporting permit request, review, approval, tracking, and closure processes.

  1. Contractor Labour Management Enablement

The CLMS software supported contractor workforce management by helping organise labour-related information, documentation, deployment visibility, and contractor-related records.

  1. Site-Level Software Support

Software operator support was included to help the site manage system usage, data entry, coordination, and day-to-day software operations more effectively.

  1. Field-Focused Implementation

The solution was aligned with the practical needs of a windfarm environment, where activities are distributed, teams are mobile, and work control must remain visible.

  1. Digital Governance Support

The combined PTW and CLMS approach supported better traceability, documentation, accountability, and review readiness for safety and contractor management processes.

Solution Delivered

CORE-EHS supported Nordex India with a multi-component digital software solution for the Mulanur Windfarm site.

The solution covered:

  • Digital Permit-to-Work software
  • Contractor Labour Management System software
  • Software operator support
  • Permit workflow visibility
  • Contractor workforce documentation support
  • Site-level software coordination
  • Digital records for safety and contractor management
  • Better support for operational reviews and audits

This helped the site move towards a more connected and digitally supported safety management process.

Key Value Delivered

Stronger Work Authorisation Control

The PTW software helped improve control over high-risk and permit-based activities by creating a more structured process for approval, execution, monitoring, and closure.

Better Contractor Workforce Visibility

The CLMS software supported better visibility of contractor workforce information, helping site teams manage contractor-related data more systematically.

Improved Site Coordination

With both PTW and CLMS software support, teams could better coordinate between work planning, contractor deployment, safety checks, and documentation.

Reduced Manual Dependency

The software-supported process reduced reliance on scattered paper records, manual registers, and informal follow-ups.

Better Documentation and Traceability

Digital records helped improve traceability of work authorisations, contractor information, and site-level safety management activities.

Support for Daily Software Operations

Software operator support helped improve day-to-day system usage, coordination, and continuity, ensuring the software remained practical for site teams.

Stronger Safety Governance

The combined system supported better oversight of who was working, what work was authorised, and how contractor-related activities were being managed.

Impact

The engagement helped Nordex India strengthen digital safety and contractor management at the Mulanur Windfarm site.

Key Outcomes

  • Permit-to-Work process supported through digital software
  • Contractor Labour Management supported through CLMS software
  • Software operator support enabled smoother day-to-day system usage
  • Improved visibility of work authorisations
  • Better contractor workforce documentation and tracking support
  • Reduced dependency on manual records
  • Improved coordination between safety, site, and contractor teams
  • Stronger documentation for reviews and audits
  • Better control over permit-based field activities
  • More structured digital foundation for renewable energy EHS operations

Why This Project Matters

In renewable energy operations, safety governance depends on two critical controls: knowing what work is authorised and knowing who is performing that work.

Permit-to-Work software helps manage the first part by controlling work authorisation. Contractor Labour Management software supports the second part by improving workforce visibility and contractor documentation.

Together, PTW and CLMS create a stronger digital foundation for managing high-risk work, contractor involvement, compliance records, and site-level safety governance.

This project demonstrates how integrated EHS software can help wind energy organisations move from manual coordination to a more structured, traceable, and accountable safety management system.

Conclusion

Through PTW software, CLMS software, and software operator support, CORE-EHS helped Nordex India strengthen digital EHS and contractor management at its Mulanur Windfarm operations.

The project reflects CORE-EHS’s capability to deliver practical, site-relevant, and scalable software solutions for renewable energy environments where work control, contractor management, and field safety visibility are critical.

By digitising permit management and contractor labour processes, the client gained stronger visibility, better documentation, improved coordination, and a more reliable foundation for safety governance.
